    I wonder if you couldn’t layer two systems to get A + B + C.

    What if a government system provided a B + C solution so that everyone could get essential health care, even if they had to wait a while, and at the same time there existed a private market offering the current A + C solution for those people who can afford to “skip the lines”?

    I glad [insert someone here] thought of that!

    A two track health system? Would not the two tracks be competing for doctors and equipment?
